Iran Tells UN Security Council It Has Right to Self-Defense as Emergency Meeting Looms

A letter from Iran’s foreign minister to the United Nations Security Council lays out what Tehran describes as its legal right to respond under the UN Charter, ahead of an emergency meeting on the escalating situation.

The correspondence, obtained ahead of the session, argues that Iran is entitled to act in self-defense under international law.

The letter cites provisions of the UN Charter that allow member states to respond to threats against their sovereignty and security.

The Security Council is expected to convene an emergency meeting in the coming days at the request of China and Russia, diplomats said.

The session will be chaired by UN Secretary-General António Guterres, who is expected to deliver opening remarks at the start of the meeting.

It remains unclear which additional countries will participate in the session. Iran has indicated it will attend, and Israel is also expected to take part.

Diplomatic sources say it is not yet known whether Gulf nations — including Qatar, Saudi Arabia, Kuwait , and Bahrain— will join the meeting.

The emergency session comes amid heightened regional tensions, with the Security Council facing renewed pressure to address the risk of further escalation.
