A massive fire swept through a public housing complex in Hong Kong on Wednesday, killing at least 55 people and leaving more than 270 others missing in what officials say could be the city’s deadliest blaze since World War II.

Firefighters continued battling flames at the Wang Fuk Court estate in the Tai Po district more than 20 hours after the fire began, struggling to control hotspots in at least three of the seven towers engulfed. The complex, home to more than 4,000 residents, was undergoing renovation and covered in bamboo scaffolding and safety netting which was a common construction practice that officials say may have accelerated the spread of the flames.

Authorities said dozens have been hospitalized so far, including many in critical condition and over 20 in serious condition.

The blaze forced hundreds of residents to flee, and many who escaped now face homelessness in a city already grappling with a severe housing shortage. About 900 survivors have been moved to temporary shelters, officials said.

Fire crews reported extreme heat and falling debris hampered rescue efforts on Wednesday night as they attempted to reach residents trapped on upper floors. Officials urged those trapped to seal doors and windows with tape and wet cloths while waiting for help.

Chinese President Xi Jinping offered condolences to the victims, while Hong Kong leader John Lee called the fire “a major disaster.”
Police said three construction workers were arrested on suspicion of manslaughter and accused of “gross negligence.” Lee said a task force has been set up to investigate the cause and assess whether renovation materials complied with fire safety standards.

The fire was classified as a level-five incident, the highest severity rating in one of the world’s most densely populated urban centers. Despite its concentration of high-rise buildings, Hong Kong is known for strict construction standards, a reputation now under scrutiny as investigators search for answers.
