Lagos has emerged as Nigeria’s best-performing state for ease of doing business, scoring 85.6% in the newly released 2025 Subnational EoDB Report by the Presidential Enabling Business Environment Council (PEBEC).
Kaduna placed second with 65.1%, while Oyo (62.7%), the FCT (61.0%) and Ogun (59.9%) completed the top five.
PEBEC’s Director-General, Zahrah Mustapha-Audu, said the leading states stood out for “sustained reforms and improved digital processes,” adding that the report offers a “critical foundation for policy action and investment decisions.”
The assessment covers all 36 states and the FCT across 16 indicators, including electricity supply, land administration, digital connectivity and justice delivery.
The report also highlights five urgent interventions states can adopt, such as boosting investor support, harmonising interstate trade rules and improving power reliability for industrial clusters.

Mustapha-Audu said PEBEC will continue to support state-level reforms, particularly through the $750m SABER programme.
PEBEC also released its 2025 BFA Performance Report, with the NCDMB, NDLEA, and Nigeria Customs Service ranking as the top three federal agencies for transparency and service efficiency.
PEBEC, chaired by Vice President Kashim Shettima, was established in 2016 to remove bureaucratic constraints to doing business. The full report is available on the council’s website.
