Fiscal Responsibility Commission Signs Key MoUs with EFCC, BudgIT to Strengthen Fiscal Transparency

The Fiscal Responsibility Commission (FRC) has announced a pair of strategic Memoranda of Understanding (MoUs) aimed at enhancing anti-corruption enforcement, fiscal accountability and citizen engagement in Nigeria’s public finance system.

In Abuja, the FRC signed a collaboration agreement with the Economic and Financial Crimes Commission (EFCC) at the EFCC headquarters in Jabi.

The partnership is designed to improve coordination in budget oversight, procurement monitoring, and joint investigations across government agencies.

At the signing, EFCC Chairman Mr. Ola Olukoyede emphasised the importance of compliance with existing laws.

“One of our major challenges is compliance with laws. If our institutions, agencies, and citizens follow the rules even at 70–80%, Nigeria would not be where it is today,” he said, adding that the MoU will allow the agencies to form joint investigation teams and “sanitize the system to a reasonable extent.”

FRC Chairman Victor Chinemerem Muruako described the agreement as a “strategic step” that will foster greater accountability and strengthen regulatory oversight across government institutions.

Partnership with BudgIT to Expand Fiscal Transparency

In a second agreement, the FRC signed an MoU with the BudgIT Foundation to expand fiscal transparency and deepen citizen participation in public financial management.

The signing took place at the FRC headquarters in Asokoro, with civil society and governance stakeholders in attendance.

Dr. Emmanuel Uche, Project Manager for Anti-Corruption under the EU’s Rule of Law and Anti-Corruption (RoLAC) Programme, praised the FRC’s leadership, urging legislative reform to empower the Commission further.

“The Fiscal Responsibility Commission must not be weakened by legislative gaps. The National Assembly should consider amendments that will empower the Commission to effectively discharge its mandate,” he said.

BudgIT Deputy Director Vahyala Kwaga highlighted the impact of the collaboration, stating, “The Commission’s work today is visible, measurable, and impactful. This partnership will further amplify transparency initiatives and deepen collaboration between government and civil society.”

Muruako said the MoU is intended to improve public participation in fiscal processes and reinforce accountability mechanisms in Nigeria’s public finance management system.

The MoUs reflect a broader push to integrate enforcement capacity, data-driven oversight, and civic engagement tools as part of Nigeria’s efforts to strengthen fiscal discipline and governance.
