Lagos Issues Last Warning to Estate Developers Over Illegal Layouts

The Ministry of Physical Planning in Lagos State said on Wednesday that it has given estate developers one final warning to get their layout plans approved or face sanctions.

The government identified 176 estate developments operating without approved layout plans and gave owners time to regularise their papers.

Many of the flagged estates are in the Eti-Osa, Ajah, Ibeju-Lekki and Epe areas. Officials said this week’s exercise followed earlier notices and a grace period that has now expired.

The state commissioner for physical planning, Dr Oluyinka Olumide, led teams on checks in parts of the Eti-Osa corridor.

Inspectors visited sites, including Whiteoak Estate 2 and Elite Garden Estate behind Victoria Garden City, and told developers to finish approval steps within a short final deadline.

The ministry said estates that fail to regularise will face sanctions. These penalties may include fines, sealing of sites and possible demolition of illegal structures, the notices warned.

The state also urged buyers to check an estate’s approval status before paying money.

Government offices earlier gave a 21-day ultimatum to process layout approvals. The final warning this week shortens that window for estates that did not comply.

Officials say enforcing planning rules is needed to keep Lagos orderly and to protect residents from losses caused by illegal development.

Homebuyers and estate agents were told to do due diligence and ask the Ministry of Physical Planning for proof of approval before signing any deal. The ministry said it will publish the list of unapproved estates and step up enforcement if developers do not act.
