The Chief Judge of Rivers State, Justice Chibuzor Simeon Amadi, has declined to form a seven-member panel to investigate allegations of gross misconduct against Governor Sim Fubara and his Deputy, Ngozi Ordu.
In a letter dated January 20, 2026, addressed to the Speaker of the Rivers State House of Assembly, Martins Amaewhule, Justice Amadi cited two existing court orders, served on January 16, barring him from receiving, forwarding, or considering any requests to constitute such a panel.
“These orders remain in force, and constitutionalism demands that all authorities respect subsisting court orders,” Justice Amadi stated, emphasizing the rule of law.

He referenced a 2007 precedent where the Chief Judge of Kwara State faced condemnation and had his panel-formation voided by the Court of Appeal for ignoring a restraining order.
The Speaker, Martins Amaewhule, has since filed an appeal at the Court of Appeal challenging the court orders, a move that may impact the potential formation of the panel.
