Lagos Implements E-Call-Up System to Manage Truck Traffic on Lekki-Epe Corridor

The Lagos State government has announced the enforcement of a technology-based electronic call-up (e-call-up) system to address rising traffic issues caused by articulated trucks on the Lekki-Epe corridor.

Transportation commissioner Oluwaseun Osiyemi disclosed the initiative in a statement released on Sunday by Bolanle Ogunlola, the Deputy Director of Public Affairs at the Ministry of Transportation. The enforcement of the e-call-up system will take effect on Monday, 16 June.

The Lekki-Epe axis is home to significant investments, including the Dangote Refinery, Lekki Deep Sea Port, and key oil and gas infrastructure. Osiyemi noted that the area has been experiencing increased congestion due to its only major exit route, a situation exacerbated by ongoing industrial growth.

“Urgent and proactive traffic management measures are required to address the worsening situation on the corridor,” Osiyemi said. Currently, between 360 and 400 trucks operate daily, but this number could soar with the full operational capacity of the Dangote Refinery, which is expected to dispatch between 3,000 and 4,000 trucks daily.

To regulate truck movement, the e-call-up system will implement structured scheduling, aimed at reducing chaos on the roads. Truck operators must register online and upload their Authority to Load (ATL) documents for verification. Only validated trucks will be permitted access to designated parks, where they will await an electronic call-up notification before proceeding to their loading points.

Operators Protest Cost of E-Call Up

The e-call-up initiative, designed to minimize illegal parking, improve traffic flow, and protect road infrastructure along the corridor, is already facing resistance from truckers. At N12,500 per truck, drivers and truckers argue that the amount is unaffordable and have suggested a reduced fee of N2,500.

The Lagos State government has, however, stated that the fee is intended to cover the use of infrastructure rather than serve as a revenue-generating measure. It described the introduction of the system as a significant step toward transforming logistics and transport management in Lagos.
