Lagos State generated the highest Internally Generated Revenue among Nigeria’s 36 states and the Federal Capital Territory in 2025, recording N1.77 trillion, according to the National Bureau of Statistics.
The NBS figures released Thursday showed that the states and the FCT generated a combined N5.15 trillion in internally generated revenue in 2025, representing a 40.93% increase from the N3.65 trillion recorded in 2024.
Lagos’ total revenue stood at N1.769 trillion, with N1.48 trillion coming from tax revenue and N292.64 billion generated through Ministries, Departments and Agencies.
Rivers State ranked next with N428.42 billion in IGR, including N414.38 billion in tax revenue and N14.03 billion from MDAs.
Enugu State recorded N406.77 billion, with most of its internally generated revenue coming from non-tax sources. The state generated N355.25 billion through its MDAs, compared with N51.52 billion in tax revenue.
The Federal Capital Territory recorded N356.34 billion, with the entire amount attributed to tax revenue in the NBS figures.
The report highlighted differences in how states generated internally sourced revenue, particularly the balance between tax collections and revenue from other government sources.
Nationally, Pay As You Earn, or PAYE, remained the dominant source of tax revenue, generating N2.64 trillion and accounting for 69.51% of total tax revenue in 2025.
The NBS said other tax sources included direct assessment, road taxes, stamp duties, withholding taxes and capital gains tax, which contributed the least at N12.40 billion.
Ogun State generated N252.36 billion, with N141.06 billion coming from MDAs and N111.29 billion from tax revenue.
Among other states, Niger recorded N66.37 billion, while Ekiti generated N57.09 billion and Gombe recorded N43.96 billion.
Nasarawa generated N32.57 billion, followed by Taraba with N28.16 billion, Sokoto with N20.48 billion and Yobe with N16.01 billion.
