The Federal Government has released implementation guidelines for the Tax Acts 2025, providing a framework for the transition from the repealed tax laws to Nigeria's new tax regime.
In a statement issued by the Federal Ministry of Finance, the government said the guidelines are intended to help taxpayers, tax practitioners, revenue authorities and other stakeholders navigate the shift to the new tax framework, which took effect on January 1, 2026.
According to the ministry, tax liabilities, assessments, audits, investigations, disputes and enforcement actions relating to periods before the commencement date will continue to be handled under the repealed tax laws.
Tax returns for accounting periods ending before January 1, 2026, will also be filed under the previous laws, while returns due from that date onward will be administered under the new framework.
The guidelines also address the treatment of income taxes, transaction taxes, development levies, tax incentives, exemptions, record-keeping obligations and transactions that span both the old and new tax regimes.
The government said existing tax incentives and exemptions granted under the repealed laws will remain valid until they expire, while new applications and pending requests will be considered under the provisions of the Tax Acts 2025.
Minister of Finance and Coordinating Minister of the Economy, Taiwo Oyedele, said the guidelines are designed to ensure a smooth transition without applying the new tax laws retrospectively.
He added that the framework is built on the principles of clarity, fairness and administrative certainty to support consistent implementation across federal, state and local tax authorities.
The Federal Government said the new guidelines form part of its broader efforts to build a transparent, efficient and modern tax system that promotes voluntary compliance, strengthens revenue administration and improves Nigeria's investment climate.
