Rowdy Session Erupts in Reps Over Suspension of Constituency Project Payments

The House of Representatives was thrown into a rowdy session on Wednesday after lawmakers clashed over a directive suspending payments for Constituency and Zonal Intervention Projects (ZIPs), warning that the move could delay the implementation of the 2025 Appropriation Act.

The debate followed a motion by Rep. Benedict Etanabene, who raised concerns over a June 29 circular issued by the Accountant-General of the Federation, Shamseldeen Ogunjimi.

The circular directed all Ministries, Departments and Agencies (MDAs) to stop processing payments for constituency and zonal intervention projects until they receive clearance from the Federal Ministry of Special Duties and Intergovernmental Affairs.

Etanabene argued that the directive introduces an extra layer of bureaucracy not provided for in the 2025 Appropriation Act.

He warned that delaying payments could stall infrastructure projects and other development initiatives approved in the budget, depriving communities of essential public services.

The motion sparked heated exchanges among lawmakers, with members expressing differing views on the legality and implications of the directive.

During the debate, some lawmakers sought to expand the motion to include an invitation to President Bola Tinubu.

However, Speaker Tajudeen Abbas ruled the request out of order, saying it was not part of the original motion before the House.

The Accountant-General's directive was introduced as part of efforts to strengthen oversight of constituency projects by requiring additional verification before funds are released.

However, several lawmakers argued that the measure could slow budget implementation and frustrate the execution of constituency projects across the country.

The House is expected to take further action on the matter after reviewing the implications of the directive.
