Xi Urges Global Cooperation on AI as China Launches International Alliance

Chinese President Xi Jinping has called for greater international cooperation on artificial intelligence, warning against any single country dominating the rapidly evolving technology as China positions itself as a leading force in global AI governance.

Speaking at the World Artificial Intelligence Conference in Shanghai, Xi said AI development should be driven by collaboration rather than competition, urging countries to embrace open-source innovation and ensure equitable access to the technology.

Without naming the United States, Xi cautioned against expanding national security restrictions in ways that could hinder global AI development, saying no country's security interests should come at the expense of others.

He also announced that China would deepen AI cooperation with countries across Africa, Asia and Latin America and stressed the need for a people-centred approach that keeps artificial intelligence under human control through regulation, monitoring and emergency safeguards.

The remarks came as China unveiled the World Artificial Intelligence Cooperation Organisation, or WAICO, a new alliance of 29 countries headquartered in Shanghai. The organisation aims to promote international cooperation, develop common AI standards and strengthen global governance of the technology.

Founding members include Brazil, Indonesia, Malaysia, Pakistan, Russia, Senegal and South Africa. Analysts say the alliance could strengthen China's influence over future global AI regulations, particularly within the United Nations.

The launch comes amid intensifying technological rivalry between China and the United States, with both countries competing for leadership in artificial intelligence, advanced semiconductors and other strategic technologies.
