Army Chief Unveils Doctrine to Boost Professionalism

The Chief of Army Staff (COAS), Lt. Gen. Waidi Shaibu, has introduced a new command philosophy aimed at improving professionalism, readiness and leadership in the Nigerian Army.

Shaibu unveiled the doctrine, called PROSE, on 25th February while speaking to officers attending Senior Course 48 at the Armed Forces Command and Staff College in Jaji, according to a statement from the Army.

He said the Nigerian Army is operating in a “volatile, complex and multi-dimensional threat environment” and must adapt to meet security challenges across the country, including counterterrorism and internal security operations.

Shaibu stressed that strong leadership must be built on “character, courage and genuine concern for personnel.”

He said the new philosophy is meant to help the army become “highly professional, agile, combat-effective and resilient.”

The PROSE doctrine is based on five key pillars: Professional Excellence, Robust Administration, Operational Readiness, Strategic Cooperation and Exemplary Leadership.

Shaibu said these pillars support a Soldier-First Culture, which focuses on welfare, training, morale and dignity.

“Mission accomplishment must remain the unyielding guiding principle of the Nigerian Army,” the army chief said.

He also noted that success is not only about winning battles but also about gaining public trust and respecting the rule of law.

“Operational success extends beyond the battlefield,” he said, adding that good civil-military relations are important.

Shaibu urged the officers, whom he described as “future operational and strategic leaders,” to put the philosophy into action in their units.

The army said the new doctrine shows its commitment to long-term reform, modernization and improved security across Nigeria.
