ICPC Links Adeyemi to Two More Fake Agencies

The Independent Corrupt Practices and Other Related Offences Commission (ICPC) has linked Adeniyi Adeyemi Matthew to two additional fictitious government agencies in its investigation into the disputed Presidential Foreign Investment Promotion Council.

ICPC Chairman Musa Adamu Aliyu disclosed the findings Thursday after submitting an interim report to President Bola Tinubu at the Presidential Villa in Abuja, recommending Adeyemi’s prosecution.

Aliyu said investigators established that Adeyemi was never appointed by the Federal Government and that the appointment letter he presented was forged.

“The fake appointment letter of Adeniyi Adeyemi Mathew did not originate from the Presidency,” Aliyu said.

He said the Presidential Foreign Investment Promotion Council was “never established by any law, executive order or other valid instrument of government.”

The two additional bodies identified by the commission are the FCT Investment Promotion Agency and the Foreign Investment Promotion Agency/Public-Private Partnership, which investigators said were created using forged legislative documents.

According to the ICPC, the fictitious agencies were allegedly used to open bank accounts and carry out activities without government authorisation.

The commission also found that the PFIPC took over the identity and operations of the former Presidential Economic Advisory Council, while Adeyemi allegedly engaged in impersonation and false representation.

Aliyu said investigators found no evidence that federal government funds were approved or disbursed to the fake agency, while identifying gaps in verification and inter-agency oversight.

He said the investigation found “some level of negligence and connivance” in the processes that allowed the alleged scheme to operate.

The ICPC has recommended prosecution of Adeyemi, while further investigations into his activities, collaborators and related bank accounts continue.
