Iran Report Accuses U.S. and Israel of War Crimes, Urges UN Action

A newly released Iranian government report is calling for urgent action by the United Nations, accusing the United States and Israel of committing “acts of aggression,” war crimes, and widespread violations of international law during the ongoing Middle East conflict.

The report, covering the period from February 28, when U.S. airstrikes hit Iran, to mid-March 2026, alleges that coordinated U.S.-Israeli strikes violated the UN Charter and fundamental principles of international law.

It urges the international community to intervene, warning that failure to act risks normalizing serious breaches of global legal norms.

At the center of the report is a demand for immediate action by the UN Security Council. Iranian officials argue that the attacks represent a clear breach of Article 2(4) of the UN Charter, which prohibits the use of force against the territorial integrity of states.

The report calls on the UN to halt what it describes as unlawful military operations, ensure accountability for alleged violations, and prevent the erosion of international legal standards

This appeal comes amid broader global concern. The United Nations has already warned that the conflict is undermining international peace and security and has urged all sides to de-escalate. 

Allegations of aggression and unlawful force

According to the report, the conflict began on February 28 with a “premeditated and unprovoked” attack by U.S. and Israeli forces.

The document rejects claims of preemptive self-defense, arguing that international law only permits force in response to an actual armed attack.

A significant portion of the report focuses on alleged violations of international humanitarian law, particularly attacks on civilians and civilian infrastructure.

Among the claims:

  • Thousands of civilian structures, including homes and schools, have been damaged or destroyed

  • Medical facilities and personnel have been targeted

  • Cultural heritage sites and essential infrastructure, such as water and energy systems, have been hit

The report also highlights incidents involving children, including a strike on a school that caused mass casualties.

The report argues that many of the alleged actions constitute war crimes and, in some cases, crimes against humanity.

Iran is now calling for independent investigations, the prosecution of those responsible, and reparations for damages

A test for the international system

Beyond the immediate conflict, the report frames the situation as a broader test of the international order.

It warns that a UN failure to act decisively could set a precedent for future conflicts, encouraging further violations by powerful states.
