SERAP Sues INEC Over Alleged N800bn APC Governors’ Campaign Fund

The Socio-Economic Rights and Accountability Project (SERAP) has filed a lawsuit against the Independent National Electoral Commission (INEC) over allegations that governors of the All Progressives Congress diverted N800 billion for political and campaign purposes.

SERAP, in a suit filed at the Federal High Court in Abuja, is seeking an order compelling INEC to investigate the allegations and demand full disclosure from the governors and the APC on the reported contributions, including the sources of the funds and names of donors.

The suit, filed by SERAP’s lawyers Kolawole Oluwadare and Kehinde Oyewumi, follows reports alleging that APC governors were making monthly contributions from their Federation Account Allocation Committee allocations into a campaign fund to support President Bola Tinubu’s re-election bid.

SERAP is also asking the court to compel INEC to review compliance by political parties and candidates with Section 91 of the Electoral Act, which provides limits on political donations, disclosure requirements and penalties for violations.

The organisation argues that allegations of opaque political financing raise concerns about electoral fairness, transparency and the misuse of public resources.

SERAP said the alleged diversion of state resources for political advantage could undermine the integrity of the 2027 general elections and public trust in democratic institutions.

It argued that INEC has constitutional and statutory responsibilities to monitor campaign finance, enforce disclosure requirements and ensure a level playing field for all political parties and candidates.

The organisation also cited provisions of the Nigerian Constitution, the Electoral Act, the African Charter on Human and Peoples’ Rights, the International Covenant on Civil and Political Rights and the United Nations Convention against Corruption in support of its case.

No date has been fixed for hearing of the suit.
