The Federal Government and the Lagos State Government have agreed to strengthen cooperation on flood control, water supply and sanitation as the state faces growing environmental challenges.
Minister of Water Resources and Sanitation Joseph Utsev made the commitment during a visit to Lagos Gov. Babajide Sanwo-Olu at Lagos House, Marina, on Thursday.
Utsev noted that Lagos was among 33 states identified as being at high risk of flooding in 2026 by the Nigeria Hydrological Services Agency.
“The Annual Flood Outlook 2026 issued by the Nigeria Hydrological Services Agency identified Lagos as one of the 33 states at high risk of flooding,” he said.
The minister said the warning showed the need for “proactive planning, early warning systems and stronger intergovernmental collaboration.”
He said flooding in Lagos had become more serious because of the state’s coastal location, rapid urbanisation, climate change, rising sea levels and heavier rainfall.
“We are ready to work closely with Lagos State to strengthen flood resilience through integrated water resources management, improved drainage infrastructure, nature-based solutions, effective urban planning and enhanced institutional coordination,” Utsev said.
He also disclosed that the Federal Government had launched the National Flood Intelligence Monitoring System and a Multi-Hazard Flood Early Warning System to improve forecasting and emergency response.
Utsev welcomed Lagos’ interest in joining the Sustainable Urban and Rural Water Supply, Sanitation and Hygiene program, describing it as “a strategic platform for improving water supply and sanitation services.”
Sanwo-Olu welcomed the federal support, saying Lagos remained vulnerable to climate-related challenges.
“There is a need for sustained collaboration between the Federal and State Governments in implementing practical and sustainable measures to mitigate the adverse effects of climate change,” he said.
