Nigeria Issues New Mini-Grid Rules To Boost Power Access

The Nigerian Electricity Regulatory Commission has issued new regulations to guide the development and operation of mini-grids across the country, in a move aimed at expanding electricity access to underserved communities.

The Mini-Grid Regulation 2026 provides a framework for both isolated systems operating independently of distribution companies and interconnected systems linked to existing networks, with capacity limits of up to 5 megawatts and 10 megawatts respectively.

The rules apply to developers, operators, distribution companies and host communities, and align with the Electricity Act 2023, while allowing for state-level regulatory participation.

Under the regulation, mini-grids below 100 kilowatts can be registered, while those above that threshold require permits from the commission, which must be processed within 30 business days.

Operators are also required to submit regular reports, with annual filings for systems below one megawatt and quarterly reports for larger installations, as part of ongoing monitoring by the regulator.

The commission said the new rules are designed to accelerate rural electrification, attract private investment, ensure fair pricing and consumer protection, and improve coordination between mini-grid operators and distribution companies.
