Tinubu Signs Executive Order Mandating Direct Remittance of Oil Revenue to Federation Account

President Bola Ahmed Tinubu has signed Executive Order 9 of 2026 directing that all government entitlements from oil and gas production be paid directly into the Federation Account.

He described the move as necessary to end what he called leakage where there should be leadership.

In a statement addressed to Nigerians, the President said the order took effect on February 13, 2026.

He said the directive seeks to restore transparency and accountability in the management of petroleum revenues.

Tinubu said that for too long excessive deductions, overlapping funds, and structural distortions in the oil and gas sector have weakened remittances to the Federation Account.

The directive mandates that all Royalty Oil, Tax Oil, Profit Oil, Profit Gas and other government entitlements under Production Sharing and related contracts be remitted directly to the Federation Account.

Tinubu stated that the additional 30 percent management fee and the 30 percent Frontier Exploration deduction will no longer be applied to national revenue streams.

He said the objective is transparency, accountability, and full constitutional compliance.

He added that oil and gas revenues must serve the Nigerian people first.

The President said NNPC Limited will operate strictly as a commercial enterprise as intended under the Petroleum Industry Act.

He said this signals an end to what he described as duplicative deductions and fragmented oversight.

Tinubu also approved the establishment of an implementation committee to oversee coordinated execution of the order.

He announced a comprehensive review of the Petroleum Industry Act to address fiscal and structural anomalies affecting national revenue.

The President said that as government strengthens national security, invests in education, expands healthcare, stabilises the economy, and advances the energy transition, every legitimate naira due to the Federation must be protected.

He framed the reform as part of his administration’s broader fiscal responsibility agenda.

Tinubu declared that the Federation Account is being safeguarded and that government is acting in the national interest.
