U.S. Brokers Peace Talks Between DRC and Rwanda in Washington, D.C.

The United States has successfully mediated peace talks between the Democratic Republic of the Congo (DRC) and Rwanda, aiming to resolve the ongoing violent conflict in the DRC.

The diplomatic effort, held in Washington, D.C., was observed by the State of Qatar and marks a significant step towards regional stability.

According to a joint statement released by the Governments of the United States, the DRC, and Rwanda, technical teams from both African nations initialed the text of a Peace Agreement on June 18. This agreement sets the stage for a Ministerial signing ceremony scheduled for June 27, to be witnessed by U.S. Secretary of State Marco Rubio.

The Peace Agreement builds upon the Declaration of Principles signed on April 25, 2025, and was crafted over three days of constructive dialogue, addressing political, security, and economic interests. Key provisions include respect for territorial integrity, the prohibition of hostilities, and the disengagement, disarmament, and conditional integration of non-state armed groups.

Additionally, the agreement outlines the establishment of a Joint Security Coordination Mechanism and facilitates the return of refugees and internally displaced persons, along with ensuring humanitarian access and promoting regional economic integration.

The talks exemplify the ongoing collaboration between the United States and Qatar, with Qatar's participation ensuring alignment and complementarity between both nations' peace initiatives in the region. Both the DRC and Rwanda have expressed gratitude for the contributions and efforts of their international partners.

The discussions were witnessed by U.S. Under Secretary for Political Affairs Allison Hooker. The upcoming Summit of the Heads of State in Washington, D.C. aims to further advance peace, stability, and economic prosperity in the Great Lakes region.
