Falana Warns Abuja, Governors Against Negotiating With Terrorists

Human rights lawyer Femi Falana has criticised the Federal Government and state governors over reported negotiations with terrorists and bandits, arguing that such actions violate Nigerian law and weaken accountability in the fight against insecurity.

Falana spoke in Abuja while delivering a keynote address at the second annual general meeting of Amnesty International Nigeria.

He said government engagement with armed groups had gone beyond dialogue and, in some cases, led to the forgiveness and reward of individuals accused of violent crimes.

According to him, Nigerian law already provides clear penalties for activities connected to terrorist groups.

Falana argued that officials who knowingly organise, support or participate in meetings linked to terrorism could face severe legal consequences under the Terrorism (Prevention and Prohibition) Act.

Quoting the law, he said a person involved in such activities “commits an offence, and is liable on conviction to imprisonment for a term of at least 20 years.”

He maintained that proscribed groups should be prosecuted instead of being reintegrated without due legal process.

“Their members and allies shall be prosecuted and not pampered and forgiven by the Nigerian State,” Falana said.

He also challenged state governors’ authority to grant forgiveness to terrorists and bandits, insisting that prosecution remains the responsibility of the appropriate federal legal authorities.

Falana said presidential powers of mercy should only arise after conviction and sentencing in deserving cases.

He warned that decisions involving serious crimes must consider public safety and national security, especially where victims include abducted citizens and schoolchildren.

The comments add to ongoing national debate over whether negotiations with armed groups can help restore peace or undermine justice and deterrence.
