A group of U.S. Republican lawmakers has proposed a bill that lists former Kano State governor Rabiu Musa Kwankwaso and Fulani groups including the Miyetti Allah Cattle Breeders Association of Nigeria among individuals and organisations of concern over alleged terrorism-linked violence and religious freedom violations in Nigeria.

The bill, titled the Nigeria Religious Freedom and Accountability Act of 2026, was introduced in the U.S. House of Representatives by Congressmen Riley Moore and Chris Smith.

It recommends visa bans and asset freezes against those accused of “severe violations of religious freedom,” including attacks on religious minorities.

The proposed legislation specifically names Kwankwaso, Miyetti Allah Cattle Breeders Association, Miyetti Allah Kautal Hore, and what it describes as Fulani ethnic militias, accusing them of links to insecurity and communal violence.

According to the lawmakers, the bill is meant to pressure Nigerian authorities and individuals to address ongoing violence.

The proposal states that sanctions should be imposed under the Global Magnitsky Human Rights Accountability Act.

Nigeria Info understands that insecurity in Nigeria is complex and involves criminal gangs, bandits, and terror groups operating across several regions.

Nigeria Info reached out to members of Rabiu Musa Kwankwaso’s media team for comments on the allegations, but no response had been received as of the time of filing this report.

The bill has not yet been passed into law and must go through committee reviews and votes in both chambers of the U.S. Congress.
