Ismael Saibari scored the winning penalty after Morocco fought back late in the game through Issa Diop's stoppage-time equalizer, canceling out Cody Gakpo's opener for the Dutch.
The victory keeps alive Morocco's hopes of matching or even surpassing the historic run that saw the Atlas Lions become the first African nation to reach a World Cup semifinal in 2022.

Morocco will now face Canada in the Round of 16 after the Canadians secured their first-ever knockout-stage victory with a late win over South Africa.
Elsewhere, five-time champions Brazil also advanced after coming from behind to beat Japan.
Casemiro equalised before Gabriel Martinelli scored a stoppage-time winner to send Brazil into the last 16, where they will meet the winner of Norway and Ivory Coast, who clash on Tuesday.
Paraguay also celebrated one of the tournament's biggest upsets by eliminating four-time champions Germany 4-3 on penalties after a 1-1 draw.
Defender José Canale converted the decisive spot kick, sparking nationwide celebrations as Paraguay booked a potential Round of 16 meeting with France.
